Robert Taylor is an international regulatory and commercial lawyer with 30 years of professional experience. As a Visiting Professor at Kathmandu University School of Law, he is giving six seminar to the faculties and students of Masters by Research in Energy and Infrastructure Law during this semester on different topics in the area of law and hydropower development.

Currently working as a Specialist Master for Deloitte Consulting, L.L.P, Mr Taylor is Chief of Party for the USAID Nepal Hydropower development program (NHDP), which provides policy and legislative support at the Ministry of Energy and Transactional support at the Investment Board of Nepal. NHDP also supports the Department of Electricity Development and the Nepal Electricity Authority. He possesses the following qualifications:

  • 15 years as a senior regulatory lawyer and trainer in single and multi-sector regulatory authorities in Africa, Europe and Asia; advised on legislation and legal frameworks, regulatory processes and dispute settlement approaches, project financing and power purchase agreements, performance monitoring, cost of service studies, tariff methodologies, demand side management, transfer pricing, avoided cost, net metering, and investment in and regulation of renewable energy. The work has included long and short-term consultancies to governments and regulatory authorities in Tanzania, Botswana, Kenya, Ukraine, Jordan, Jamaica, Lesotho, Jordan, Afghanistan, Pakistan, Georgia, the Democratic Republic of the Congo, Bangladesh, Egypt, Serbia and Montenegro, Kosovo, the Independent State of Samoa and to the Regional Electricity Regulator (RERA) for the SADC countries of Southern Africa.
  • 20 years of commercial law experience advising on matters of Public-Private Partnerships, privatization, major infrastructure development, mining, company law, business transactions, M&A, and banking.
  • Recognized in 2000 as one of the World’s Leading Lawyers in the Chambers Global Guide (UK).
  • Educated in Europe and America. Six years’ experience as professor of law and dean of international studies at the Pacific-McGeorge University in Sacramento, California. Has lectured at universities in the United States, England, Scotland, France, Belgium, Austria, Hungary, Kosovo, Egypt, Tanzania, Kenya, Botswana, Bangladesh and China.
